The East Augusta neighborhood known as the Sand Bar Ferry District is an attractive neighborhood of one-story, suburban-styled homes in a well landscaped setting. However, there is non-conforming development in this district that is being addressed. The historic Augusta street grid ends at East Boundary on the western end of this district.
The large area north of Sand Bar Ferry Road to the Savannah River offers the opportunity for a neighborhood-defining redevelopment into a unique recreation-oriented area with both waterfront and rural character, and this is located on the edge of Augusta's Urban Area.
One of the deterrents to development in this area has been a flooding issue. This area is geographically the lowest area in Augusta, and water drains toward Sand Bar Ferry. The City of Augusta has taken action and hired an engineering firm to study and resolve the flooding. Phase I of the water remediation is complete and drainage has been improved behind the Hornsby Elementary School and the East Augusta Middle School. This was priority #1 due to the safety concerns involving the children. Phase II, which will be the backbone of the drainage system, is anticipated to begin in the summer of 2012.
A huge redevelopment effort is fully underway in the Sand Bar Ferry area. This redevelopment completely replaces the former Underwood Homes public housing apartments. The new redevelopment is called The Legacy at Walton Oaks Apartments and is being developed in 4 phases. The first phase, developed especially for seniors, had its Grand Opening on October 25, 2011. The second phase, which is for families, was started even before the first phase grand opening. This huge development is being undertaken by Walton Communities in conjunction with the Augusta Housing Authority. This development is meant to be a community. It has tree lined streets, an urban garden and many other amenities that promote healthy lifestyles.
The Legacy at Walton Oaks is the first phase of the area's first mixed income community. The photo below shows the completed first phase.
